The Objectives of Censorship

In this section, I consider the question of the objectives of censorship and limitations imposed on free expression. There are numerous objectives, goals, and ends to censorship, and a useful way of classifying them is to distinguish between what might be called macro-objectives and micro-objectives. The first category, macro-objectives, includes the general goals of censorship: maintaining the existing political and social order and eliminating internal or external opposition to it; keeping what might be called the “ideological purity” of the existing order; protecting the national interest or national security; or even preventing publications that offer an alternative historical interpretation to the one preferred by the existing regime.

The micro-objectives 0/censorship include various types of activity: curbing blasphemy, religious intolerance, or religious radicalism; maintaining morality (often through antipomographic policies); protecting the body politic from ethnic strife and separatist literature; guaranteeing that a specific policy or even an individual is not attacked; protecting the country’s international relations or preventing outside interference; keeping the army or other societal institutions intact, and so forth.
